shockwaves. a frantic search for survivors is underway after sunday's devastating earth wake in turkey. money pit? a damning government report slams u.s. police training efforts in iraq. and re-igniting the flame, lady liberty is about to get a 21st century upgrade. good morning, i'm lynn berry, those stories and more are straight ahead this is "first look" on msnbc.

we begin this morning with tragedy in turkey. rescuesers are digging through dust and rubble in eastern turkey this morning after a powerful 7.2 earthquake struck near the country's border with iran on sunday. at least 217 people are dead, hundreds more are injured, and authorities fear that death toll could rise dramatically in the days ahead. emily morgan from itn reports. >> reporter: grimacing and in pain, but alive, this woman was pulled out from under a collapsed building eight hours after the earthquake struck. working by torchlight, rescuers have been looking for survivors trapped by concrete. she is perhaps a symbol of hope for residents searching for relatives here. this was a seven-story building in vam, demolished in a split second as locals watched from below, workers continued the painstaking task of looking and listening.

the sounds of cutting machining throughout the evening raised hopes others, too, were being freed, while everywhere poignant reminders of every-day life. this woman says she fled the building when she felt the tremor. she hopes her friend who lives here, too, is alive. the quake hit southeastern turkey sending those who arrived home to discover the damage into panic. the lucky ones staggered free from the carnage, others scrambled over the ruins trying to find friends and neighbors. this is a region crisscrossed by geological faults, small earthquakes almost a daily occurrence. it doesn't alter the pain now being felt but it raises questions about how well the country's were prepared. as dozens of aftershocks continued to hit, it may take much more to reassure them.

emily morgan, itv news. just days after the death of moammar gadhafi, the head of libya's transitional government declared the country officially libera liberated. president obama urged the government to respect human righ right rights. >> a sea of red, black and green flood flooded the main square,. a country under 42 years of rule from gadhafi. the leader of the transitional government thank ed them for winning the war. casting a shadow, over, are questions still over gadhafi's death. as his corpse lay in misrata for

a third day, an autopsy shows he died from a gunshot wound to the head. in another piece of new footage, a rebel soldier grasps the gun of gadhafi's alleged killer saying i saw it in front of me. he's the guy who killed him. the u.s. and other nations are urging a thorough investigation. >> i think it's important that this new government, this effort to have a democratic libya start with the rule of law, start with accountability. >> reporter: fighters from the unit that found gadhafi in a drainpipe in his hometown on thursday say they don't care about how or when he died. the important thing, they said, is that he was caught. towards the end, the former leader was said to be growing inpatient with life on the run. the fighters who seized him said he refused to believe his time was up. in misrata, which put up some of the fiercest fighting against troops earlier this year, thousands of people again crowded into the recently

renamed freedom square. many of them said they wanted to look forward, not backwards. >> now we have to look about the future. >> reporter: already there's a sign of what a new free libya will look like. transition leaders say sharia law will form the basis of all legislation. as president obama's jobs bill remains road blocked in congress, he's economic initiative aimed as helping americans hold on to their homes as well as cash-strapped students. brian mooar joins us with details. good morning. >> reporter: good morning. later today we expect president obama to reveal a new battle cry -- we can't wait. it's aimed at congressional republicans who have bottled up his jobs bill in the senate. the idea here is the turn up the heat, turn the public against congress and finally get them moving. also today, the president is

expected to be in las vegas, the epicenter of the housing bust where he is expected to announce new rules for federally guaranteed mortgages designed to make life easier for people who are upside down and trying to get right side up again. wednesday, the president will be in denver announcing policy changes designed to unburden people struggling with their student loans. out west, the president is going to be holding a series of campaign fund-raisers designed to fatten up his war chest. he will be in nevada and colorado, battleground states he'll need next fall. he's be on friendly deer ground in los angeles and san francisco. lynn? >> brian, thank you very much. here's your "first look" at some of the other news going on around america today. as many as 28 people were thrown off a hay ride in ohio when its allegedly intoxicated driver veered off the road saturday night, injuring dozens by causing two trailers to overturn. injuries varied from bruises to broken bones. police arrested the driver on

multiple charges, including aggravated vehicular assault. a heated exchange between occupy albany demonstrators and a couple of hecklers erupted into a brief brawl saturday night. a few punches were thrown before the men, critics of the demonstrators, were ushered away. one was taken into custody but not arrested. a kiss in a connecticut high school play has stirred up some controversy. a group of parents and students have voiced opposition to the play "zana don't," an ironic musical about a high school where being gay is not only accepted, but it's the norm. some object to a scene where two males kiss. school officials say the musical's goal is to teach tolerance. finally, fantasy fest in key west is underway with a full schedule of street parties and,

of course, a costume contest. since its debut in 1979, the event has created a setting where thousands of revellers indulge in pageantry throughout the ten-day event. it all ends october 30th. now for a look at your national weather, we turn to nbc meteorologist bill karins. he has your weather channel forecast. >> let's be honest, isn't key west always fantasy fest? >> come on. folks in florida are like, bill, why hate on key west? >> i'm not hating on it. it's great times. fun weekends. >> it's not daytona beach, it's key west. good morning. things are getting interesting down in the tropics. in the western caribbean sea, that big red blob, those are the thunderstorms and the cold cloud tops we're dealing with out there. tropical storm rina has formed over the weekend. going back a couple years ago, back to 2005, we had hurricane wilma that formed in this area, came up, hit cancun and went

down to south florida. it was a late-season storm and did a lot of damage. that's not what we want to happen but a couple of computers are hinting at that scenario. cancun will be the first one at risk for this storm. this is the new forecast. these come out every six hours. we got this in about 10, 15 minutes ago. this will be a slow-moving storm system. it's now here. it will take until saturday, the hurricane center is saying, to be over the top of cancun. right now they're saying it would be a category 1 hurricane at that time. if you have travel plans, middle to the end of this week heading down towards cancun, cozumel, those are the areas of concern. eventually, though, we could have to deal with this in cuba, maybe south florida. our computer models take it up towards cancun, a bunch of them take it just south florida possibly or maybe towards the florida straits. that's still about six days

away. if you're traveling at the end of this week or next weekend to the keys or south florida, pay attention to rina. otherwise, it's a calm morning. some rain headed for toledo. detroit with some rain at this time. that's about it. it's a weak front going through the great lakes. that could spread some shower to pittsburgh, also buffalo. atlanta, you will see "a" plus beautiful weather today. 80 in kansas city. denver, today gorgeous. tomorrow, the temperatures could come crashing down and we could see snow in denver by tuesday night. >> thank you very much. still waiting for a european debt deal. the latest company stalking yahoo! and a strange beetle suv near hits the auction black. coming up, game four of the world series, the packer remain

welcome back to "first look." i'm lynn berry. a newly implemented state department program to train iraqi police lacks focus, could become a financial bottomless pit and may not even be wanted by iraqis. that's all according to a report by the u.s. special inspector general for iraq reconstruction which also says the department failed to develop a detailed plan for the training. this comes just days after president obama announced the withdrawal of u.s. troops from iraq by year's end. meanwhile, secretary of state hillary clinton warns iran that they should not misread that troop withdrawal decision, saying the u.s. will continue to have a strong presence in the region. a stunning comment from afghan president hamid karzai, who tells pakistani television

he would backpa pakistan if it ever went to war with the u.s. karzai's position stands in stark contrast to his visit last week with secretary hillary clinton. argentine president christina fernandez has won a landslide re-election with one of the widest victory margins in the country. and lady liberty is going high tech for her 125th birthday. five torch cams will go online friday, allowing viewers to see various angles of the statue as well as new york harbor all in realtime. and now here's your "first look" at how wall street will kick off the day. the dow opens at 11,808 after spiking 267 points on friday. the s&p climbed 22 points. the nasdaq rose 38. taking a look at overseas trading this morning, in tokyo the nikkei jumped 165 points while in hong kong the hang seng zoomed 746.

trader also start off the week in limbo as european leaders made some debt crisis on sunday but put all financial decisions until a second summit wednesday. germany's angela merkel muscled out fran's nicolas sarkozy over using european central bank funds to fight the crisis. instead, europe may turn to china and brazil for help propping up its teetering bond market. sharp differences remain over losses private holders of greek bonds will have to accept. meanwhile, australia's prime minister, julia gillard, a group of 20 leader said what many are thinking when she blasted european leaders today for their lack of action and resolve. wall street got a chilling forecast on friday from bank of america and merrill lynch -- the u.s. will likely lose its aaa credit rating from another major agency in late november or early december because congress will fail to address on a

welcome back to "first look." i'm lynn berry. in sports, in what up to now has been a seesaw world series, last night it was the texas rangers turn. here's nbc's fred roggin. >> good morning. after scoring 16 runs on saturday, the cards couldn't get anything going last night of the rangers.

game four of the world series, ron washington needed a good start, and they got it. but no second-guessing what mike napoli can do. up 1-0, napoli took mitchell boggs for a ride. rangers led it, 4-0 with one big swing. feliz came in to close it out. got matt holliday swinging. rangers bounce back, game in the world series with the win. football. jets and chargers, plaxico burris has been relatively quiet until now. matched a career high four touchdowns. jets won it, 27-21. now to minnesota where the vikings look to kick the packers where it hurts. but this is the only shot they got on the champs. aaron rodgers, vikings defense nowhere to be found, greg jennings leisurely strolling into the end zone. packers won it, 33-27. they're the only unbeaten team of the lead. after winning the first five games of the season, suddenly the lions lost two in a row.

they held on to win it, 23-16. bucs and bears played across the pond in merry old england. 183 all-purpose yards and a touchdown. bears traveled 4,000 miles for a 24-18 win. finally, tim tebow got his first start of the season and with it his first come-from-behind victory. threw a pair of touchdowns in the final three minutes to rally the broncos against the dolphins. tebow, an audible at the line and punched it in himself. the legend of tebow continues to grow. the broncos stun the dolphins 18-15. that's your "first look" at sports, i'm fred roggin. >> now for another look at the weather, here is nbc meteorologist bill karins. good morning. >> good morning, did you have a good weekend? >> of course. it was gorgeous out. >> in many areas of the country, it was an "a" maybe "a" plus
